Start and Stop SMS Messaging

Allow users to opt in and out to SMS messaging.

Any user receiving SMS messages can reply STOP in to unsubscribe them from receiving further messages. 

To reengage receiving SMS messages the user must message or reply START to the agency's SMS number.
